WTF moment of the day: What IS this??

Generally, I'm an avid supporter of vintage, thrift, second-hand salvaging, whatever you'd prefer to call it. That being said, every once in a very rare while I do become perplexed by someone's over-zealous, misguided attempts at "re-purposing."
